SCF Anticipatory Climate Risk & Shock Resilience Fund — Pakistan's first climate resilience fund dedicated exclusively to women in Sindh.

The Women Economic Empowerment Fund (WEEF), launched by Sindh Community Foundation (SCF), is Pakistan's first anticipatory climate risk and shock resilience fund dedicated exclusively to women. Designed as a locally governed and flexible financing mechanism, WEEF aims to safeguard livelihoods, reduce climate vulnerability, and enable year-round economic resilience for women in climate-affected districts of Sindh.

Climate Change & Women's Vulnerability

Climate change has transformed rural poverty into a continuous crisis. Floods, droughts, cyclones, rising temperatures, and seasonal agricultural slowdowns disproportionately affect women—eroding incomes, increasing debt, and intensifying food insecurity. Despite being central to Sindh's rural economy through embroidery, food preservation, livestock management, poultry rearing, and home-based enterprises, women remain largely excluded from formal recovery financing and resilience-building systems.

Our Response

As highlighted by Javed Hussain, Executive Director of SCF, climate shocks hit women first and hardest. WEEF responds with a practical, community-rooted solution that strengthens women's economic leadership and ensures faster recovery after disasters.

Funding & Support

In its initial phase, WEEF will support over 2,000 women through climate-resilient and green enterprises, off-season income generation, and rapid post-disaster livelihood recovery. The Fund provides tiered, interest-free seed grants ranging from PKR 70,000 to PKR 100,000, combined with skills training, mentoring, and market linkages. A dedicated Climate Risk & Shock Resilience Window ensures that women can stabilize quickly after climate disasters and continue earning with dignity.

Building on Proven Results

Building on SCF's pilot initiatives—where 100 women have already established green businesses and over 1,026 women received enterprise training—WEEF scales a proven model that integrates accessible finance, climate adaptation, and sustainable livelihoods.

WEEF represents a bold step toward economic justice, resilience, and long-term stability for rural women—ensuring that climate shocks do not push them back into poverty but instead strengthen their capacity to lead recovery and growth.
